You will need a scrap of fleece roughly 24" x 18"(cm x cm) Fleece is very forgiving & stretchy so exact measurements are not vital.
Cut a strip about 1" wide and 18" long from the main piece of fleece & put to one side. Wrong side out, make fleece into a tube shape & sew up edge (seam allowance is half-an-inch) using zigzag stitch. Finish seam. Turn right way out, roll one edge up to form a turn-up & stitch into place near top. Using sharp scissors, slash the other end of the tube in "V" shapes about 6"-8" deep. Then tie the 1" strip tightly round the hat in a reef knot just at the bottom of the slashes; trim the edges so that they look like the other dangly bits and there you are!
